NV-9829, NV-9522 - New Access Control Plus Flume Receiver released to handle time-stamp change in Git MultiSite
Customers who combine Access Control Plus with Git MultiSite will need a new release of the Flume Receiver in order to properly handle a change to the time-stamps found in the new version of Git MultiSite.

NV-9465 - License properties are required in application.properties for Gerrit 3.9.0 licensing. The following 4 properties must be set in GitMS’s "application.properties" file for Gerrit licensing to work correctly:
gerrit.license.auth.type=basic gerrit.license.auth.enabled=true gerrit.license.username=<username> gerrit.license.password=<password>
